MOESLE WEAVER FOR THE PURPOSE OF REVIEWING ITEMS ON THE DECEMBER 19,
2005 AGENDA WITH THE CITY COUNCIL. THE SESSION ADJOURNED AT 7:10 P.M.

of the City Council of the
CITY OF DARIEN
DECEMBER 19, 2005
1. CALL TO ORDER
The regular meeting of the City Council of the City of Darien was
called to order at 7:30 P.M. by Mayor Weaver.
2. PLEDGE OF ALLEGIANCE
Mayor Weaver led the Council and audience in the Pledge of
Allegiance.
3. ROLL CALL — The Roll Call of Aldermen by Supervisor Ragona was as
follows:

Absent: Richard A. Biehl

4. DECLARATION OF A QUORUM — There being six Aldermen present, Mayor
Weaver declared a quorum.
5. APPROVAL OF MINUTES – Regular Meeting of December 5, 2005 &
Committee-of-the-Whole Meeting of December 5, 2005
It was moved by Alderman Gattuso and seconded by Alderman Poteraske
to approve the Minutes of the Regular Meeting of December 5, 2005 &
Committee-of-the-Whole Meeting of December 5, 2005, as presented.
Roll Call: Ayes: Durkin, Gattuso, Marchese, McIvor, Poteraske, Weaver
Nays: None
Absent: Biehl

6. RECEIVING OF COMMUNICATIONS
Mayor Weaver received an email from Valli Gupta, 6624 Ridge Road, in
regard to cars parked in driveways over sidewalks and snow removal from
sidewalks; Mayor Weaver submitted a copy of the email for the record.
Mayor Weaver reminded residents that according to City Ordinance it was
prohibited for vehicles to block sidewalks; she indicated that there was
no Ordinance for shoveling walkways.
7. MAYOR’S REPORT
A. MAYORAL PROCLAMATION “LEE SCHACHT DAY” (January 6, 2006)
Mayor Weaver read the Proclamation that honored Lee Schacht on her
retirement from the Indian Prairie Library with more than twenty years
of dedicated service; Mayor Weaver declared January 6, 2006 as ‘Lee
Schacht Day’. Ms. Schacht accepted the Proclamation; she thanked Council
and residents for their continued support. She indicated that the Indian
Prairie Library was a ‘State of the Art’ facility and that it was one of
the most utilized libraries in DuPage County. She said that Darien was a
great community to live, to learn and to grow.
B. MAYORAL PROCLAMATION “A DAY TO HONOR LIONS INTERNATIONAL PRESIDENT
ASHOK MEHTA” (January 8, 2006)
Mayor Weaver read the Proclamation and proclaimed January 8, 2006 as
‘A Day to Honor Lions International President Ashok Mehta’; she urged
citizens to take cognizance of the special events arranged for this
time. Mayor Weaver indicated that she would attend the dinner on January
8th and that she would present the Proclamation to Dr. Mehta.
C. MAYORAL PROCLAMATION “DRUNK AND DRUGGED DRIVING PREVENTION MONTH”
(December 2005)
Mayor Weaver read the Proclamation and declared the month of December
2005 as ‘Drunk and Drugged Driving Prevention Month. She called upon all
citizens, government, agencies, business leaders, hospitals and health
care providers, schools, and public and private institutions to promote
awareness of the impaired driving problem, to support programs and
policies to reduce the incidence of impaired driving, and to promote
safer and healthier behaviors regarding the use of alcohol and other
drugs.
D. SWEARING IN OF NEW OFFICER JOHN ALIMISSIS
Mayor Weaver turned the meeting over to Chief Pavelchik. He
congratulated Commissioner Piccoli, an Illinois State Police Officer,
who recently graduated from the FBI National Academy. Chief Pavelchik
introduced Fire and Police Commissioners Noverini and Piccoli.
Commissioner Noverini administered the Oath of Office to John Alimissis.
Officer Alimissis was presented to the Mayor and Council; he received
congratulations from the City Council and a round of applause from those
in attendance.
E. RECOGNITION OF AUXILIARY OFFICER WILL HEIN
Chief Pavelchik provided a brief background of the Auxiliary
Volunteer Organization, which began in 1976. He indicated that Auxiliary
Officer Will Hein began his volunteer service with the City on February
21, 1977 and retired effective September 1, 2005. Officer Hein was
presented with his badge, name tag, and a photograph.
F. LETTER OF COMMENDATIONS: OFFICER MICHAEL LOREK, OFFICER RICH
STUTTE, AND DETECTIVE DAVID STOCK
Chief Pavelchik indicated that on September 14th, Officer Lorek made
a routine traffic stop for a minor equipment violation; he was assisted
by Officers Stutte and Rolf. They observed drug equipment within the
vehicle; the driver was arrested and had been operating an indoor
cannabis cultivation system. The officers were presented with a Letter
of Commendation.
Chief Pavelchik said that Detective David Stock initiated an internet
investigation; an individual was arrested on September 22nd for unlawful
solicitation of a child and faced felony charges. Detective Stock was
presented with a Letter of Commendation.
G. RECOGNITION OF 2005 HOLIDAY HOME DECORATING CONTEST WINNERS
Mayor Weaver welcomed the Holiday Home Decorating Contestants and
Committee; she thanked committee members Chairperson Jeannette Campo,
Anna & Herman Fein, Cindie Hagen, and Gene Kolling for their time and
efforts. Mayor Weaver turned the meeting over to Chairperson Campo, who
described the recent change in the contest, which was that homes had to
be nominated in writing in order to be a contestant. She indicated that
homes were judged on creativity, originality and theme; she described
the homes of the finalists.
Honorable Mention Certificates were presented to: * Sulkowski Family,
1517 Winterberry Lane * Spano Family, 8225 Bailey Road
Chairperson Campo announced the 2005 Holiday Home Decorating Contest
Winners: * Fifth Place Winner was The Zytnowski Family, 530 69th Street;
Mayor Weaver presented them with a Fifth Place Certificate and a $25.00
check. * Fourth Place Winner was The Zipsie Family, 701 70th Street;
Mayor Weaver presented them with a Fourth Place Certificate and a $25.00
check. * Third Place Winner was The Brehm Family, 7725 Florence Avenue;
Mayor Weaver presented them with a Third Place Certificate and a $50.00
check. * Second Place Winner was The DiViscour Family, 341 Plainfield
Road; Mayor Weaver presented them with a Second Place Certificate and a
$100.00 check. * First Place Winner was The Poon Family, 8124 Portsmouth
Drive; Mayor Weaver presented them with a First Place Certificate and a
$200.00 check.
Chairperson Campo noted that the City was offering FREE Trolley Tours
to view the Holiday Home Decorating contest winners; tours were
scheduled for December 27th, 28th, and 29th; reservations were required
and could be made by contacting City Hall at 852-5000.
Mayor Weaver…
… noted that there were refreshments in the lobby.
… commented that Buona Beef was interested in opening a restaurant at
75th Street & Cass Avenue.
8. CITY CLERK’S REPORT
Supervisor Ragona…
… stated that the Planning/Development Committee meeting scheduled
for Monday, December 26th, had been rescheduled to Tuesday, December
27th.
… noted that the December 20th Environmental Committee meeting and
the December 21st Planning and Zoning Commission meeting had been
cancelled.
… reminded everyone that City offices would be closed on Friday,
December 23, and Monday, December 26, for the Christmas holiday; City
offices would also be closed on Monday, January 2, for the New Year
holiday.
9. CITY ADMINISTRATOR’S REPORT
Administrator Vana stated that he had no report.
Alderman Poteraske inquired when the Sound Wall survey would be
completed; Administrator Vana responded that it would be early February.
10. DEPARTMENT HEAD REPORT
Police Chief Pavelchik presented his report under “Mayor’s Report”.
11. TREASURER'S REPORT
A. WARRANT NUMBER 05-06-15
It was moved by Alderman Gattuso and seconded by Alderman Poteraske
to approve payment of Warrant Number 05-06-15 in the amount of
$106,113.42 from the General Fund; $93,732.01 from the Water Fund;
$22,181.72 from the Motor Fuel Tax Fund; $3,812.16 from the Darien Area
Dispatch Fund; $345,857.50 from the Joint Use Facility Fund; $374.64
from the D.A.R.E Fund; $244,574.32 from the General Fund Payroll for the
period ending 12/08/05; $24,606.30 from the Water Fund Payroll for the
period ending 12/08/05; $30,754.53 from the D.A.D.C. Fund Payroll for
the period ending 12/08/05; for a total to be approved of $872,006.60.
Mayor Weaver asked when Council would view reporting on the new
charge cards and if it would be attached to the Warrant; Administrator
Vana responded that the first invoice had not been received; that the
previous card had been eliminated; and that the reports could be
included as a line item.

B. TREASURER’S MONTHLY REPORT – OCTOBER 2005
City Treasurer Monaghan reviewed all sources of revenue and
expenditures for the month of November 2005 with the following
year-to-date fund balances: General Fund $4,643,612; Water Fund
$209,290; and Motor Fuel Tax Fund $91,151.
12. STANDING COMMITTEE REPORTS
Administrative/Finance Committee — Chairman Weaver presented, for the
record, Minutes of the November 14, 2005 meeting. She announced that the
Committee would meet on Monday, January 9, 2006, at 6:30 P.M.
Planning/Development Committee — No report.
Public Works Water/Streets Committee — No report.
13. QUESTIONS AND COMMENTS — AGENDA RELATED
There were no Agenda Related Questions or Comments to come before the
City Council.
14. OLD BUSINESS
There was no Old Business to come before the City Council.

It was moved by Alderman Marchese and seconded by Alderman McIvor to
approve by Omnibus Vote the following items on the Consent Agenda:
A. RESOLUTION NO. R-32-05 A RESOLUTION AUTHORIZING THE MAYOR TO SIGN
AN AGREEMENT BETWEEN THE CITY OF DARIEN AND THE SEATON GROUP, INC. TO

B. ORDINANCE NO. O-41-05 AN ORDINANCE AMENDING SECTION 20 (REVOCATION

SUBJECT TO WETLAND BUFFER LANDSCAPING MAINTENANCE (DARIEN CORPORATE
CENTER-ROCKWELL PUD) as presented.

17. QUESTIONS, COMMENTS AND ANNOUNCEMENTS — GENERAL
Alderman Marchese wished everyone Happy Holidays, Merry Christmas,
and a very safe and prosperous New Year. He thanked Council for the
Proclamation. He stated that this was the first time an International
President was scheduled to come to Illinois, that there were 43,000
Lions Clubs around the World with millions of members. He indicated that
the Darien Lions Club was proud to host the international event and he
welcomed Dr. Mehta.
Mayor Weaver extended wishes for Happy Holidays, Merry Christmas and
a wonderful, safe, and happy New Year.
18. ADJOURNMENT
There being no further business to come before the City Council, it
was moved by Alderman Marchese and seconded by Alderman McIvor to
adjourn.
