ISSUE STATEMENT

A resolution accepting a proposal from K&K Well Drilling in the amount of $9,840.00 for the sealing and capping of Well No. 6, located at 1930 Manning Road, Plant No. 3.

 

RESOLUTION

 

BACKGROUND/HISTORY

The existing well No. 6 is a 310 foot shallow well that has been in service since 1972. The well is located approximately 100-feet east of 1930 Manning Road, Plant No. 3. The well has had maintenance completed in 1979 which included reworking of the entire well and 1988 that included the rebuilding of the pump and motor. It has been recently identified that the well is not producing water. The 10-inch casing line is constructed of cast iron piping and has been identified that it is corroding. The shallow well produces a high iron content, low water quality and further does not provide a benefit for a backup well. Upon review, Staff is requesting the abandonment process of the shallow well as prescribed by the Illinois Department of Health and the Illinois Environmental Protection Agency. This item was not a budgeted item but would be covered by the maintenance line item in the budget.

Funding for the well abandonment would be expended from the following line item of the FY 09/10 Budget:

Please note that the abovementioned item was not contemplated for in the current budget. This is an item that requires immediate attention per the Illinois Department of Health and the Illinois Environmental Protection Agency.

 

COMMITTEE/STAFF RECOMMENDATION

The Municipal Services Committee and Staff recommend approval of this proposal.   

 

ALTERNATE CONSIDERATION

Not approving this proposal.
