ISSUE STATEMENT

 

Approval of a resolution rejecting all sealed bids and to re-bid the 2010 Roadside Ditching Program.

BACKGROUND/HISTORY

 

Staff opened sealed bids for the 2010 Roadside Ditch Project on January 28, 2010. The bid specifications called out for eleven various projects, and the contract stated that the City would reserve the right to pick and choose the final amount of drainage projects to be completed. The proposed FY10-11 capital projects option budget proposed four projects. City Staff had contacted the lowest responsive bidder, Scorpio Construction, and informed Mr. Rendina that Staff would be forwarding a recommendation to the Municipal Services Committee for four of the eleven drainage projects:

 

  1. Project D-09 – Brookbank Road Janet Avenue to Elm Street
  2. Project A10 – Evans Place Janet Avenue to Elm Street
  3. Project B10 – Richmond Avenue 67th Street North to City Limits
  4. Project C-10 - Western Avenue 72nd Street to Plainfield Road.

 

Scorpio Construction submitted a letter, (see attached) informing the City that he would not be able to complete the project due to the reduction of the proposed scope of work. Scorpio Construction requested that two contract line items be adjusted as agreed unit quantities as estimated by Staff. If the project required more units the contractor would be reimbursed for all units above the estimated units. Staff informed the contractor that was unacceptable and would recommend awarding the bid to the responsive bidder.

 

The second low bid was approximately $50,000 over the Scorpio bid for the same 4 projects.

 

COMMITTEE RECOMMENDATION

 

The Municipal Services Committee discussed this item and unanimously voted to recommend rejecting all bids and to re-bid the proposed 2010 Roadside Ditch Program.
