MAY 7, 2007
1. CALL TO ORDER
The regular meeting of the City Council of the City of
Darien was called to order at 7:30 P.M. by Mayor Weaver.
2. PLEDGE OF ALLEGIANCE
Mayor Weaver led the Council and audience in the Pledge
of Allegiance.
3. ROLL CALL — The Roll Call of Aldermen by Clerk Coleman
was as follows:

4. DECLARATION OF A QUORUM — There being six Aldermen
present, Mayor Weaver declared a quorum.
5. APPROVAL OF MINUTES – April 16, 2007
It was moved by Alderman Gattuso and seconded by Alderman
Durkin to approve the Minutes of the April 16, 2007 meeting,
as presented.

6. RECEIVING OF COMMUNICATIONS
No communications were presented.
7. MAYOR’S REPORT
Mayor Weaver…
…entered into the record a Proclamation declaring May 23,
2007 as Lauren DeWolf Comcast Leaders & Achievers Award Day.
…entered into the record a Proclamation for Molly Mueller
declaring May 14, 2007 as Molly Mueller Girl Scout Gold
Award Day.
…announced that this year’s open house has been scheduled
to take place on May 19, 2007. A coffee with the elected
officials is scheduled to take place at 9:00 a.m. and,
beginning at 10:00 a.m. there are numerous activities
scheduled to take place.
8. CITY CLERK’S REPORT
Clerk Coleman…
… invited everyone to have coffee with Mayor Weaver
during the Open House from 9:00 a.m. until 10:30 a.m. at the
Police Department.
…stated the Fire & Police Commission meeting that was
scheduled to take place on May 1, 2007 has been rescheduled
to May 8, 2007 at 7:00 p.m. in the Police facility.
…reviewed the unofficial results of the April 17, 2007
Consolidated Election and read the results as follows:
For Office of the Mayor:
Mayor Weaver 54.54% Richard A. Biehl 42.46%
For Office of City Clerk:
Joanne F. Coleman 74.99% Janine B. Kiwiet 25.01%
For Office of City Treasurer:
Kevin P. Monaghan 48.52% Michael J. Coren 51.48%

… advised the official results will be canvassed on May
8, 2007 by the DuPage County Board of Election Commission.
…reported that the newly elected officials will be sworn
in at the May 21, 2007 City Council meeting. All were
invited to attend that meeting where cake and coffee will be
served. The outgoing elected officials will be honored and
the new members welcomed.
9. CITY ADMINISTRATOR’S REPORT
Administrator Vana…
… reminded the residents the next brush pick up will be
this month from May 21, through May 25, 2007. Brush pick-up
will take place once a month.
… announced the City’s Website (www.darien.il.us) has
been updated and changed. Residents are encouraged to go on
the site and provide the city with any feedback. Several
residents have contacted the City and minor revisions were
made in response to their comments.
In response to Alderman Durkin’s inquiry, Dan Gombac
noted that a maximum diameter of 8” is permitted and the
length may be as long as possible. Administrator Vana
reminded residents to have the brush out no later than the
Sunday prior to the pick up. The brush is not to be wrapped
or bound in any way.
10. DEPARTMENT HEAD REPORT
Community Development/Public Works Director Dan Gombac…
… requested residents take the time to inspect their
wooden decks for deterioration for safety purposes.
Residents are urged to check for splitting or decay, insect
holes, flashing, loose or corroded fasteners, railings or
banisters. Additional information can be viewed on
www.nadra.org.
… City of Darien Open House is scheduled to take place on
May 19, 2007 from 10:00 a.m. to 2:00 p.m. Open House will be
held at the Police Department as well as the Public Works
facility. Events will include a meet and greet the Mayor and
elected officials; demonstrations of a swat team in action;
face painting; demonstrations of the canine patrol in
action; and explanations of what a taser is and how it
works. The FBI will have mobile command center at the event,
and tours will be conducted of the Police Department. A
trolley will be available to shuttle residents from the
Police Department to the Public Works facility where their
equipment will be demonstrated and rides on some of the
equipment will be provided. Several equipment vendors will
be bringing their equipment for demonstrational purposes.
Food vendors from within the City will also be on hand.
Parking will be available at Elizabeth Ide School. From
there the trolley will take residents to the Police
Department or the Public Works facility and then back to
Elizabeth Ide School.
…staff has recently completed the marking for the limits
of the 2007 road maintenance project. This year’s program,
pending bid results and City Council approval, includes
Adams Street, Arbor Court, 67th Street, Sunrise Avenue,
Captons Lane, Bailey Road, Gleneagles Lane, Drover Court,
Clemens Drive, Tennessee Avenue, Timber Lane, Charleston
Drive, Westminster Court, 86th Street, Woodview Court,
Kearney Road, Claremont Road, Country Lane, Chippewa Lane,
Glen Lane, Pine Parkway, East Street. This year’s proposed
program totals approximately 5.5 miles of roadway
resurfacing.
…photographs of the water tower project were presented to
the City Council. The progress of the project was reviewed
through the photographs.
Alderman Biehl inquired as to the status of the tree
trimming and residential private tree trimming. Director
Gombac responded that the tree trimming is complete within
the actual quadrant, as well as the 79th Street area.
Approximately 40 trees need to be removed. Staff is looking
at budget evaluation in that respect and may be back to the
City Council for approval of additional funds. The majority
of the residential portion of the tree trimming program have
been completed.
Alderman Biehl advised that the trees on his property
have not been trimmed. Director Gombac noted staff will look
into this; however, residents need to be home when the
contractor is on site.
Alderman Poteraske asked for a specific time frame from
the contractor. Dan Gombac said he will follow up on actual
the schedule and will make sure, by tomorrow, that the list
is completed and that everyone has been addressed and
follow-ups will take place with every resident that has not
been served to date.
Alderman Gattuso requested an update on the tree trimming
statistics. Mr. Gombac advised that 150 trees were trimmed.
Approximately 23 trees need to be removed. Direction, at
this point, is to go back to the designated quadrants, and
remove all of the trees that perished in the right of ways.
The next step is to then review the budgeted amounts for the
program. There were more perished trees this year than
anticipated.
Bryon Vana commented because there were so many dead
trees, another phase of the program will be reviewed.
It was noted that this year’s road program includes road
repairs on 67th Street. 67th Street will be repaved to the
same specifications as other roads in this year’s program.
There will also be two quadrants on 67th Street that will be
rebuilt.
Clerk Coleman stated that the county is finishing up the
bypass along Clarendon Hills Road, asked the Police Chief to
address the issue of vehicles passing on the right side of
the road, specifically Clarendon Hills Road and 71st Street.
Chief Robert Pavelchik said the solid, white line, striping
on Clarendon Hills Road is the designation for the bicycle
path, and is not to be used for traffic.
11. TREASURER'S REPORT
A. WARRANT NUMBER 06-07-23 and 07-08-01
It was moved by Alderman Gattuso and seconded by Alderman
Marchese to approve payment of Warrant Number 06-07-23 in
the amount of $80,665.52 from the General Fund; $23,294.02
from the Water Fund; $14,080.62 from the Motor Fuel Tax
Fund; $1,038.00 from the Water Depreciation Fund; $4,857.19
from the Darien Area Dispatch Center; $1,047.52 from the
DARE Fund; $107,305.94 from the General Fund Payroll for the
period ending 04/26/07; $22,561.74 from the Water Fund
Payroll for the period ending 04/26/07; $21,599.94 from the
D.A.D.C. Fund Payroll for the period ending 04/26/07; for a
total to be approved of $276,450.49.

Mayor Weaver stated for the record that during the
workshop session, New Business Items A and B were moved to
the Consent Agenda as Items D and E.
It was moved by Alderman Biehl and seconded by Alderman
Marchese to approve by Omnibus Vote the following items on
the Consent Agenda:
A. RESOLUTION NO. R-22-07 A RESOLUTION AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE A CONTRACT FOR THE 2007
CONCRETE SIDEWALK, APRON, CURB AND GUTTER REMOVAL AND
REPLACEMENT PROGRAM AND WAIVING THE $75.00 PERMIT FEE
APPLICATION TO PARTICIPATING RESIDENTS (IN AN AMOUNT NOT TO
EXCEED $304,000.00)
B. RESOLUTION NO. R-23-07 A RESOLUTION AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE A AGREEMENT FOR PROFESSIONAL
SERVICES BETWEEN THE CITY OF DARIEN AND CHRISTOPHER B. BURKE
ENGINEERING, LTD. (TARA HILL MANAGEMENT AND MONITORING OF 10

2007 STREET SWEEPING SERVICES BETWEEN THE CITY OF DARIEN AND

E. ORDINANCE NO. O-21-07 AN ORDINANCE PROVIDING FOR THE
ISSUANCE OF $1,400,000 TAXABLE GENERAL OBLIGATION BONDS,
