It was moved by Alderman Gattuso and seconded by Alderman
Durkin at 7:12 P.M. to move into Executive Session for the
purpose of discussing Personnel as prescribed by Section
2(c)(1) and Purchase or Lease of Real Estate as prescribed
by Section 2(c)(5) of Public Act 88-261.

of the City Council of the
CITY OF DARIEN
MARCH 5, 2007
1. CALL TO ORDER
The regular meeting of the City Council of the City of
Darien was called to order at 7:45 P.M. by Mayor Weaver.
2. PLEDGE OF ALLEGIANCE
Mayor Weaver asked the Girl Scouts in the audience to
lead the Pledge of Allegiance.
3. ROLL CALL — The Roll Call of Aldermen by Clerk Coleman
was as follows:

4. DECLARATION OF A QUORUM — There being seven Aldermen
present, Mayor Weaver declared a quorum.
5. APPROVAL OF MINUTES – February 20, 2007
It was moved by Alderman Gattuso and seconded by Alderman
Poteraske to approve the Minutes of the Regular Meeting of
February 20, 2007, as presented.

6. RECEIVING OF COMMUNICATIONS
Mayor Weaver received a letter from: * Sophie Duardi, a
very young Darien resident; she read Sophie’s letter, which
requested a seat belt sign on her street. Mayor Weaver
indicated that the City did not have seat belt signs and
stated that Police Officers would continue to remind people
to wear them. * Dominic Buzzelli, Dixon Court resident; he
urged the City to support the Illinois Department of
Transportation ban on cell phone usage while driving.
7. MAYOR’S REPORT
A. CONSIDERATION OF A MOTION TO APPROVE REAPPOINTMENT TO
THE ENVIRONMENTAL COMMITTEE: PHILIP R. KOHL, PEGGY McCAULEY,
AND JAMES TIKALSKY
It was moved by Alderman Biehl and seconded by Alderman
Gattuso to approve Reappointment to the Environmental
Committee: Philip R. Kohl, Peggy McCauley, and James
Tikalsky, as presented.

City Clerk Coleman administered the Oath of Office to
James Tikalsky. He received congratulations from Council and
a round of applause from the audience.
B. MAYORAL PROCLAMATION “GIRL SCOUTS” (MARCH 11-17, 2007)
Mayor Weaver identified the following Girl Scouts: Emily
Collins of Troop 70; Elise Lavan, Heather Der, Katie
Donovan, & Kaylee Baumbach of Troop 481; Stephanie Spytek &
Haley Der of Troop 395; Erin Collins & Elizabeth Allen of
Troop 876; Helen Kollarik, Claire Onchuck, & Elizabeth
O’Neill of Troop 1044. She also introduced the following
Girl Scout Leaders: Diane Lavan, Cathy Allen, Geralyn
Donovan, Michelle Der, Mary Baumbach, Linda Spytek, Barbara
Onchuck, and Mary Collins.
Mayor Weaver read the Proclamation; she proclaimed the
week of March 11-17, 2007 as “GIRL SCOUTS MAKE THE WORLD A
BETTER PLACE WEEK”; she announced that Monday, March 12th,
was the 95th anniversary of Girl Scouting. Mayor Weaver
presented the Proclamation to the Girl Scouts. They received
a round of applause from those in attendance.
Mayor Weaver said that the Department of Energy (DOE)
held a meeting on February 22nd in Morris regarding a
proposed site for a nuclear waste recycling facility. She
asked the Environmental Committee to sponsor a community
awareness evening to learn about the issue and what DOE was
proposing; she suggested that Brian Quirk, spokesperson for
Argonne National Laboratory, be invited as a speaker. She
asked residents to become involved and start a writing
campaign to DOE; the deadline for written responses was
April 4th.
Mayor Weaver met with the Rambling Rascals at Myers
Senior Housing facility. She was concerned about the seniors
because many of them did not drive; she suggested
encouraging PACE or RTA to reroute a bus to the facility or
if the Darien Rotary could assist. They were concerned about
eyeglasses, hearing aids, and dentures; she suggested that
the Darien Lions Club contact the facility. Lion Member
Marchese spoke about the Club and what they provided in
regard to eye care.
8. CITY CLERK’S REPORT
Clerk Coleman…
… announced that the Administrative/Finance
Committee-of-the-Whole meetings scheduled for March 6 and
March 13 had been cancelled.
… noted that the Fire and Police Commission rescheduled
their March 6 meeting to March 13 and that they would meet
at City Hall in the Council Chambers.
… invited everyone for Coffee with Mayor Weaver on
Saturday, March 17th, from 9:00 – 10:00 A.M. at Carmelite
Carefree Village located at 8419 Bailey Road.
… suggested that the Council pass a Resolution in
opposition to a nuclear waste recycling facility at Argonne.
9. CITY ADMINISTRATOR’S REPORT
Administrator Vana commented that Neighbors of Darien
magazine was distributed last week; he asked residents to
contact City Hall if they did not receive their copy.
10. DEPARTMENT HEAD REPORT
Community Development/Public Works Director Daniel Gombac…
... reviewed progress of the Water Tower Project adjacent
to Plainfield Road; he distributed and explained photos that
depicted completed work.
… displayed signage being implemented to alert residents
of work being performed within the area; the signs would be
placed 48-72 hours prior to start date.
… spoke about erosion of the pond at Birchwood Park; the
City and Darien Park District worked together to find a
solution and the project was currently 80% completed.
… indicated that there were eighteen watermain breaks and
ten frozen water service calls between January 17th and
February 26th.
… referenced a new grant program created in 2005 entitled
“Safe Route to School”; the program encouraged local
municipalities, schools, parents, children, police
departments, and park districts to construct new facilities
and implement new programs for children to bike or walk to
school. The program was administered through the Illinois
Department of Transportation and was 100% funded. Staff
would meet with other officials and schools in regard to
safety improvements, reduced traffic & fuel consumption, and
air pollution within close proximity to schools.
Alderman Poteraske inquired about repair of potholes;
Director Gombac responded that the City repairs potholes on
an on-going basis. He said that residents should contact
City Hall at 630) 852-5000 X200 in regard to potholes.
Alderman Marchese spoke about Kearney Road problems.
11. TREASURER'S REPORT
A. WARRANT NUMBER 06-07-19
It was moved by Alderman Marchese and seconded by
Alderman Gattuso to approve payment of Warrant Number
06-07-19 in the amount of $51,068.42 from the General Fund;
$10,758.40 from the Water Fund; $49,351.22 from the Motor
Fuel Tax Fund; $1,588.30 from the Darien Area Dispatch
Center; $218,865.88 from the General Fund Payroll for the
period ending 02/15 & 03/01/07; $55,449.19 from the Water
Fund Payroll for the period ending 02/15 & 03/01/07;
$47,933.30 from the D.A.D.C. Fund Payroll for the period
ending 02/15 & 03/01/07; for a total to be approved of
$435,014.71.

It was moved by Alderman Biehl and seconded by Alderman
Poteraske to rescind Resolution No. R-05-7, an Agreement
Between the City and Vega Tree Service, Inc., as presented.

RESOLUTION NO. R-11-07 A RESOLUTION TO AUTHORIZE THE

Mayor Weaver encouraged residents to take advantage of
the contract agreement because it included a cost for
private tree trimming. Alderman Marchese noted that the
services were only offered for the areas identified within
the City’s 2007 tree trimming contract.

MAP as presented.

17. QUESTIONS, COMMENTS AND ANNOUNCEMENTS — GENERAL
Treasurer Monaghan stated that he was proud to report
that ten students from Eisenhower Junior High School
qualified for the State Wrestling Tournament. He wished all
of them GOOD LUCK.
Alderman Marchese asked residents to support two upcoming
events: * Boy Scouts Pancake Breakfast was scheduled for
Sunday, March 11th, at Eisenhower Junior High School and *
Darien Lions Club Pancake Breakfast was scheduled for
Sunday, March 18th, at Eisenhower Junior High School.
Alderman Marchese displayed a picture and introduced his new
grandson, Jake Anthony Marchese, who was born March 1, 2007.
Alderman Poteraske indicated that the Kiwanis Breakfast
Club met monthly at the Holiday Inn; he thanked Mayor Weaver
and Chief Pavelchik for their recent participation with a
fundraiser that collected enough funds to send three
disabled children to camp in Indiana.
18. ADJOURNMENT
There being no further business to come before the City
Council, it was moved by Alderman Marchese and seconded by
Alderman McIvor to adjourn.
