DECEMBER 20, 2004
1. CALL TO ORDER
The regular meeting of the City Council of the City of Darien was
called to order at 7:30 P.M. by Mayor Carmen D. Soldato.
2. PLEDGE OF ALLEGIANCE
Mayor Soldato led the Council and audience in the Pledge of
Allegiance.
3. ROLL CALL — The Roll Call of Aldermen by City Clerk Coleman was as
follows:

4. DECLARATION OF A QUORUM — There being six Aldermen present, Mayor
Soldato declared a quorum.
5. APPROVAL OF MINUTES — December 6, 2004
It was moved by Alderman Marchese and seconded by Alderman Cotten to
approve the Minutes of the Regular Meeting of December 6, 2004, as
presented.

Nays: None
Abstain: Poteraske, Hagen
Absent: Tikalsky

6. RECEIVING OF COMMUNICATIONS
Alderman Biehl read into and submitted for the record a copy of an
email from Sharon Wollenbeg, 7213 Capital Drive, Darien, IL, requesting
the City Council re-visit the previously proposed sound barrier along
Route 83.
Mayor Soldato reminded the Council that the City had previously
performed a sound study for areas along Route 83 in conjunction with the
State of Illinois proposed improvements of Route 83.
Alderman Marchese read into and submitted for the record an email
from Chris Marema, 9405 Waterfall Glen, Darien, IL, requesting the City
Council also consider installation of a sound barrier wall along the
South Frontage Road.
7. MAYOR’S REPORT
A. CONSIDERATION OF A MOTION TO APPROVE A RESOLUTION RECOGNIZING
DOWNERS GROVE SOUTH HIGH SCHOOL SOCCER TEAM AS THE I.H.S.A. CLASS 2A
STATE CHAMPIONS
It was moved by Alderman Marchese and seconded by Alderman Weaver to
approve
RESOLUTION NO. R-32-04 A RESOLUTION RECOGNIZING DOWNERS GROVE SOUTH
HIGH SCHOOL SOCCER TEAM AS THE I.H.S.A. CLASS 2A STATE CHAMPIONS as
presented.

Weaver, Soldato, Coleman, Monaghan, Murphey, Vana

Mayor Soldato presented the Resolution and City pins for all the
players on the team. John Stapleton, Coach of the Downers Grove South
High School Soccer Team accepted the Resolution and introduced team
member, Chris Hernandez. Coach Stapleton thanked the Mayor and City
Council for the meaningful recognition.
B. RECOGNITION OF 2004 HOLIDAY HOME DECORATING CONTEST WINNERS
Mayor Soldato welcomed the Holiday Home Decorating Contest Committee
and thanked committee members Chairperson Jeannette Campo, Cindie Hagen,
Gene Kolling, Dorothy Miller, and Anna & Herman Fein. Mayor Soldato
turned the meeting over to Chairperson Jeannette Campo. Ms. Campo
described the efforts of each of the holiday home decorating contest
winners.
Honorable Mention Certificates were presented to: Aylward Family,
7034 Sierra Drive Ryle Family, 7924 Glen Lane Sima Family, 414 70th
Street
Chairperson Campo announced the following 2004 Holiday Home
Decorating Contest Winners: * Fifth Place Winner was Tim Sembach &
Haline Schiechl, 8572 Ailsworth Drive; Mayor Soldato presented them with
a Fifth Place Certificate and a $25.00 check. * Fourth Place Winner was
The Siebold Family, 7317 Sunrise Avenue; they were presented with a
Fourth Place Certificate and a $25.00 check by Mayor Soldato. * Third
Place Winner was The Arsic Family, 618 79th Street; Mayor Soldato
presented them with a Third Place Certificate and a $50.00 check. *
Second Place Winner was The Haines Family, 921 69th Street; they were
presented with a Second Place Certificate and a $100.00 check. * First
Place Winner was The Aguirre Family, 1522 Claremont Drive; they were
presented with a First Place Certificate and a $200.00 check by Mayor
Soldato. It was noted that the Trolley Tours to view the contest winners
were scheduled for December 27th, 28th, and 29th; reservations were
required and could be made by contacting City Hall at 852-5000.
8. CITY CLERK’S REPORT
Clerk Coleman…
… announced that City offices would be closed on Thursday & Friday,
December 23rd & 24th, in observance of the Holiday. City offices would
also be closed on Friday, December 31st, in observance of the New Years
Holiday.
… stated that the following meetings had been cancelled: *
Environmental Committee scheduled for December 21st, * Public Works
Water/Streets Committee meeting scheduled for December 22nd, and *
Planning/Development Committee meeting scheduled for December 27th.
… commented that the Planning/Development Committee scheduled a
‘SPECIAL’ meeting for Monday, January 3, 2005 at 6:30 P.M.
…. announced the filing dates of January 17, 2004 through January 25,
2004 during normal business hours for those seeking nomination at the
April 05, 2005 Consolidated Election.
9. CITY ADMINISTRATOR’S REPORT
Administrator Vana …
… wished everyone a very Merry Christmas and a Happy and Safe New
Year.
… responded to Alderman Hagen’s inquiry regarding the appraisals of
parcels in the Triangle. Administrator Vana advised he would send
Alderman Hagen another copy of the information that had been previously
sent to the Council.
10. DEPARTMENT HEAD REPORT
Police Department Chief Robert Pavelchik…
… thanked Director of Community Development Dreyer for reminding
everyone that no parking of vehicles on City streets is permitted when
it snows to allow the Public Works Department to clear the streets.
… reminded the citizens to assist the police department to prevent
auto thefts by not starting their automobiles and leaving them running
in the driveway unattended. The DuPage County Task Force has reported an
increase in auto thefts due to people leaving their cars running
unattended in their driveways.
…. reported Officer Richard Stutte and our canine dog, Rolf were
pictured in the Daily Herald for their participation in the DuPage
County Police Association’s Christmas toy delivery program to area
hospitals. Office Stutte stated that this was a very rewarding
experience.
…. requested residents to alert the police department to any
vandalism in their neighborhood in order to concentrate police efforts
in those areas.
11. TREASURER'S REPORT
A. WARRANT NUMBER 04-05-15
It was moved by Alderman Cotten and seconded by Alderman Poteraske to
approve payment of Warrant Number 04-05-15 in the amount of $54,150.69
from the General Fund; $582,655.37 from the Water Fund; $29,649.97 from
the Motor Fuel Tax Fund; $11,832.00 from the Impact Agency Fund;
$1,397.85 from the Darien Area Dispatch Fund; $319,122.50 from the Joint
Use Facility Fund; $248,330.11 from the General Fund Payroll for the
period ending 12/09/04; $31,003.87 from the Water Fund Payroll for the
period ending 12/09/04; $44,085.23 from the D.A.D.C. Fund Payroll for
the period ending 12/09/04; for a total to be approved of $1,322,227.59.

B. TREASURER’S MONTHLY REPORT – OCTOBER 2004
City Treasurer Monaghan reviewed all sources of revenue and
expenditures for the month of November 2004 with the following
year-to-date fund balances: General Fund $3,096,554; Water Fund
$610,353; Motor Fuel Tax Fund $469,919; and Darien Towne Centre Sales
Tax Fund $199,278.
12. STANDING COMMITTEE REPORTS
Administrative/Finance Committee — Chairman Weaver submitted, for the
record, Minutes from the November 8, 2004 meeting. She announced that
the Committee would meet on January 10, 2005 at 6:30 P.M.
Planning/Development Committee — Chairman Hagen announced that the
Committee would have a Special Meeting on January 3, 2005 at 6:30 P.M.
Public Works Water/Streets Committee — No report.
13. QUESTIONS AND COMMENTS — AGENDA RELATED
There were no Questions and Comments to come before the City Council.

17. QUESTIONS, COMMENTS AND ANNOUNCEMENTS — GENERAL
Alderman Biehl wished all the citizens and City Departments a Merry
Christmas and Happy, Healthy and Prosperous New Year. Mayor Soldato and
the City Council concurred with Alderman Biehl’s Holiday wishes.
Alderman Hagen expressed concern with the sound volume of the
12-20-04 City Council meeting live cable telecast. Administrator Vana
noted the City had not received any complaints from residents regarding
the live telecast, which is usually the case. It was pointed out that a
resident had even sent email in response to conversation by the Council
concerning the sound wall that she heard while watching the live
telecast.
18. ADJOURNMENT
Mayor Soldato again wished every one a Merry Christmas.
There being no further business to come before the City Council, it
was moved by Alderman Poteraske and seconded by Alderman Cotten to
adjourn.
